So I applied in the next round, and viola! My state Government sent me two rebate codes, one worth $1100 for a bike and one worth $100 toward accessories.
I went to a participating retailer, saw that they had a sweet bike in my size marked down from $2200 to $1200, and snagged it. I added a $100 chain lock that would take the average thief days to cut through, and I was happily on my way.
The man behind the counter typed in my code, and I paid the $236 ($1300-$1200+ sales tax).

1) E-Bikes
The Colorado Energy Office has divided e-bike rebates into different tiers based on income. These tiers are county-specific:
